Phase 3:  Update the Benchmarking Framework and Investigate Partnership Opportunities
  1. Perform due diligence:   Investigate Partnerships
  2. Develop Infrastructure Costing / Asset Management Policy <ETH> Treasurers to lead
  3. Data Warehouse investigation
  4. Review due diligence results
  5. Create municipal ABC modeling and data collection framework
  6. Test proposed municipal ABC framework
  7. Revise municipal framework
  8. Formulate draft report on municipal framework
  9. Formulate draft workplan for implementation of municipal benchmarking framework
  10. Formulate draft communication plan
  11. Submit drafts to Steering Committee
  12. Approval and release of framework and workplan
Phase 4:   Implement "Next Steps"

Phase 5:  Review and Report Benchmarking Results
