1999-May 2000
- CAO Benchmarking Project begins with a small workgroup that includes staff from the Regions of York, Niagara, Waterloo and Peel as well as the Cities of Toronto and London.
- Initial discussions lead to a consensus that while the work ahead is complicated, the benefits can be very high.
- Information sharing and networking are the two early benefits as colleagues interact and discuss performance data.
- Early attempts at performance data comparison met with limited success.
- A more formal project management framework is created with York taking the lead. Ontario Ministry of Municipal Affairs and Housing supports the project with funding and staff participation.
- Expert Panels are created to study roads, solid waste, emergency medical services (ambulance), water and wastewater services, long
- term care and internal support services.
May-July 2000
- Small workgroup meets to review data collected and broad accomplishments to date, and to redefine the project management framework for the project.
- A more focused strategy emerged and development of project charter and workplan completed.
